Where's the vigilante?
We all know the Vigilante, he's often the flawed anti-hero who may be exacting revenge on criminals for the death of a loved one. He is the epitome of violent and often acts alone. Very often the vigilante operates outside the law and has to escape from authorities much like the very criminals he hunts--and sometimes he's a borderline commit to Arkham Asylum (Rorschach comes to mind). Often the vigilante is bold enough to take the law into his own hands and end the lives of his enemies. Making him feared by the criminals and the public--and hunted by the authorities.
Many Vigilantes are fighting a Secret War against a seldom-seen enemy, and often we're not aware we're under his protection. The vigilante is the gray-area between the Hero and Villain that we need to see in DCUO--badly. He's conspicuous by his absence.
I'd definitely go the route of a vigilante if I had a choice. I'm hoping that this is something that comes about later in an expansion or something.
