The 31st Cabalist and Lex, Side By Side?

With the aid of Cabby and his people were will soon have a database capable of tracking any hero in the world." The interview was very light hearted of Lex Luthor and a smile never left the man's face. 31st Cabalist and lex confirmed the aid of the Cabalans who are incorporating their archival technology into VRA systems. This would be good news if not for the open animosity for the VRA law and 31st has been under constant surveillance by allied heroes to ensure his safety. 

How will this new alien technology come into play? 

Lex and 31st gave us a brief rundown of the uses:

1. Any hero or villain with DNA on file can be identified by any MFC officers through a data relay built into their hardware.

2. Accurate and detailed options will be displayed to show effective take-down techniques and vulnerabilities of the target individual.

3. Shut down operations are available which will protect the system from anyone accessing without authorization of Cabalan trace-patterns.

4. All database operations are performed by the Repository which is the transient realm space between 31st's homeworld and Earth.

5. No vigilante is safe.

The fifth and final note is by far the most ominous feature.
