In another strange turn of events, the Gotham City Police Dept and Metropolis Police Dept have followed suit with the rest of their respective states as the only regions in the country to not only repute the Vigilante Registration Act, but also take the federal government to the Supreme Court over it.
New Jersey and Delaware have chosen to not recognize the law on the State level and continue to provide sanctuary for vigilantes who wish to continue their unsanctioned fight against crime. In response to this, President Suarez issued an moratorium on federal funds to all departments who refuse to cooperate with the MFC and their hunt for unregistered heroes. MFC director, Lex Luthor, has also sent in additional "cape killer" units and registered heroes to the states to pick up the local law enforcements' slack.
Doesn't anyone remember how much of a swine that Lex Luthor was as a politician? There are people out there that are not only being hunted down as a hero but also Meta humans who were exposed in the big bang. I have proof that Lex Luthor has other motives with detaining anyone who doesn't agree with putting your own life on the line by registering with the Vigilante registration act. The MFC are a bunch of PMC Mercenaries, hired thugs, as well as LexCorp security that will arrest any hero, registered or not, to be placed in detainment. Wake up everyone, even you Mr. President, this is all a ruse. Wake up!!!!
